进程管理获取到的是不正确的时间

Steps to Reproduce

当前时间为 2026-08-05 07:30:36

值得一提的是 #13386 所提到的错误的运行时间，用启动时间加上 48 天，刚好能对得上进程管理获取到的时间，正好是 9 月 15 日凌晨 3 点钟

工具箱获取的时间是正常的

ps 打印的是正确的启动时间
