[Feature] Add Automated Accessibility Testing

Describe the problem

In the lastest WinUI Community Call @chingucoding showed adding automated accessibility testing with Accessibility Insights. Seems like something we should add and then audit within our controls.

Describe the solution

Not sure if we want to work more into Toolkit Labs as part of future infrastructure vs. trying to retro-fit on top of current solutions, as I think we'd still need a page per control to host them for testing, eh?
