You forgot to update the x86_64-repodata, my friend.
I manually downloaded your index and extracted the tar.

❯ tar -xf x86_64-repodata

❯ grep -A 2 "<string>hyprland-0.54" index.plist
		<string>hyprland-0.54.2_1</string>
		<key>provides</key>
		<array>

The hyprland is still on the past version from 3 days ago.
A quick xbps-rindex -a would fix it.
Ah, note, this might be a git action issue.
