Improve missing vendor CLI errors and document prerequisites

Commands that invoke Fastly, Wrangler, or Spin should report actionable missing-tool errors instead of generic spawn failures.

Update the relevant CLI help and documentation to explain which vendor CLIs are prerequisites. Commands that do not invoke a vendor CLI should not gain unnecessary checks.
