Complete process for libEnsemble release 1.6.0

Release is on PyPI, but is delayed on the following platforms as gest-api packages are missing.

• Need licence in gest-api: https://github.com/campa-consortium/gest-api (discuss - this is the blocker)
• Spack gest-api PR to be pulled in: Add gest-api package spack/spack-packages#3659 (add licence if done)
• Conda gest-api conda-forge package to be created from meta.yaml - see below (need gest-api licence)
• Update/merge libensemble conda-forge PR to have gest-api dep. libensemble v1.6.0 conda-forge/libensemble-feedstock#52
• gest_api package add to spack Add gest-api package spack/spack-packages#3659
• Update libensemble Spack package

For conda-forge gest-api, create a meta.yml and push to https://github.com/conda-forge/staged-recipes/

Correct licence/maintainers as needed
