How is Path of Building expected to behave?

The warning for weapon set points should indicate either weapon set 1 or weapon set 2, depending on which points are unspent.

How does Path of Building behave?

It always says the unspent points are for weapon set 2.

How to reproduce the issue

1, spend weapon set points.
2, spend less weapon set 1 points than set 2 points.
3, the warning will say weapon set 2.
