[Dev] Can we prepend "[COMPONENT]" to issue title automatically?

Describe the enhancement requested

Issue reporters must select one or more components from dropdown when they open a new issue.
Can we prepend "[COMPONENT]" to new issue title based on the selected components?

For example, if an issue reporter selects "Developer Tools" from dropdown, can we prepend "[Dev]" to its issue title?

It would definitely be a good idea to automate this. @assignUser

It's not something issue templates allow us to automate :( so we would need to add a bot action for it https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/syntax-for-issue-forms
