Have you tried deploying this to staging to confirm that it will fix the issue? I haven't gotten to this yet for #37446, but that is the thing which is blocking moving forward

Cloud build triggers from this branch are successful (stg), but I see this in logs for Playground-CD-stable-manual-stg:
ModuleNotFoundError: No module named 'pkg_resources'
Any ideas how to fix it?

Google says this is because setuptools is installed incorrectly or isn't installed. Could you try pip installing setuptools after

pip install -r playground/infrastructure/requirements.txt
