STEPS TO REPRODUCE

Create a first zone with TF as isolation method, enter the Tungsten Provider hostname
Create a second zone with TF as isolation method, enter the Tungsten Provider hostname

EXPECTED RESULTS

ACS should know it is the same provider

ACTUAL RESULTS

ACS shows it as two separate providers
