[FEATURE] - Enforced user consent.

This feature would allow admins to control whether end users need to consent to a remote control session before a tech can successfully connect. A pop-up would appear on the end user's computer to prompt for permission.

Stretch goal would be to add an "pre-consent window", where the user can select a time frame in advance that will allow the tech to connect unattended. If not completed in this feature, I'll create another issue.

This will tie into the permission rework in #76 . Once granular permissions are implemented, requiring user consent will likely be the default. Then admins can grant permission to bypass enforced consent for specific users/groups on specific devices/groups.
