Help for developing packages

I want to create a photo editing package, and I need to render some icons like crop, filter, etc. However, I don't know how to render XML files because I see two manifest files inside the Android folder. I'm unsure how to link my files and activities, and there is no guide available for this.

If there is any documentation or guide that can help me initiate the app as a library, please share it.
