• Create release notes
• Release stable packages to nuget.org

• Generate new API Doc and upload to http://cefsharp.github.io/api/
• Update General Usage API doc links

A few days of waiting for chromiumembedded/cef@04f1d22 and there are still no builds, so will just release a version with 147.0.10+gd58e84d+chromium-147.0.7727.118
