[5.x]: Copy to X Address in CP Should Work in Both Directions

What happened?

Description

While making an order in the CP, to set up a new shipping or billing address you immediately go for the ellipsis button at the top right of the box you want to fill. This makes sense.

However, the logic is backwards if you want to copy that address onto the "opposite" slot. You naturally want to go for that ellipsis on the other side, however the option to copy or move that address you just made isn't there.

You need to go back to the same ellipsis on the occupied slot to push the shipping (or billing address) back over to the opposite slot.

There should be the option on both sides to copy an existing billing (or shipping) address from the opposite shipping (or billing) slot.

I get the "logic" here but it seems to get me every time I go into the CP. I can't be the only one.

Steps to reproduce

1. Make new customer order
2. Add a new billing address.
3. Try to copy that billing address onto shipping via the shipping address ellipsis.
4. Realize there's no option to do this - you need to do it the opposite way.
5. Use the ellipsis on billing address to copy existing address onto shipping

Expected behavior

1. Make new customer order
2. Add a new billing address.
3. Use ellipsis on top right shipping address to copy billing address to shipping address slot.
