Wrong propierties on maps with new speedtiles

The map KingsLeap is missing the boost tag and has instead the telecheckpoint tag. This is an error in the properties script.

properties.py indices

Both tiles have the same index namely 29 and one is mistaken for the other. The script doesn't support the new speedtiles. Maybe updating this script and using twmap.py would make more sense, since I believe it doesn't check the type of the physics layer.

We don't use properties.py nowadays, but ddnet_properties from libtw2. @heinrich5991 Can we fix that?
