Add CC Ticket and Tagging Feature in Project Management

Implement a feature that allows CC Ticket and Tagging of people other than the ticket's responsible party (ticket creator) for every ticket created.

This feature enables the ticket creator to mention or tag relevant people in the comments section to provide updates or feedback related to the ticket without changing the responsible person.

This feature will be useful when someone creates a ticket for themselves but needs to inform or request updates from others involved in the ticket's work.

Expected Outcome:

CC Ticket: Users can add other people as CC in each ticket.

Tagging: The ticket creator can mention relevant people in the comments to provide updates or feedback on the ticket without changing the responsible person.

Notifications: The people tagged in the comments will receive notifications about any changes or updates to the ticket.
