[Tracking Issue] MCP server performance profiling prompt experiment

DevTools tracking issue for dart-lang/ai#417

Introduction

This is a tracking issue for adding a performance profiling prompt, e.g. analyzeFlutterPerformance to the Dart MCP server.

Scope

The initial scope of this feature is medium. The goal is to ship the prompt quickly, evaluate its effectiveness, and refine the data and steps as necessary. Please see go/ai_assistance_devtools

Note that for the user selects frame elicitation this might be a bit interesting in terms of the UX.

We do have the ability now to do URL based elicitations so we could even link to a DevTools screen or something, if that would help.

Thanks! My current plan is to implement option A first, and if we decide that's not sufficient and we need more interactivity with DevTools then figure out what is needed to implement option B (which is where we would need to have the user select a frame in DevTools). I think it will be easier to make that decision once the team can play around with option A.
