geoarrow-pandas release?

This repository doesn't have a recent tag for geoarrow-pandas. Can we get one please? :-)

(context: I'm updating the geoarrow-* packages in nixpkgs for the next release of nixos, and the last release version of geoarrow-pandas doesn't build with latest geoarrow-c/types).

I was thinking about removing geoarrow-pandas since it is no longer referenced in any other geoarrow packages. Is there a specific reason you're building it?

No specific reason for us to build it apart from making it available to nixpkgs user. When it has been added, a user wanted it for quackosm, but quackosm doesn't seem to depend on it now. Is this package useful in itself or not, according to you?

@cpcloud pinging you as well, as you were the one to add geoarrow-pandas to nixpkgs: do you need it specifically, or the other geoarrow-* packages are enough?

@paleolimbot anyhow, at the end, the choice is yours, and nixpkgs will follow what you decide.

Before the latest geoarrow-types, geoarrow-pandas provided the destination ExtensionArray for geoarrow-pyarrow when transforming an array .to_pandas(). In the latest geoarrow-types/geoarrow-pyarrow this is now just a pandas array with an ArrowDType(). I think I might be the one who added the dependency to Ibis along time ago to ensure that .to_pandas() worked properly when dealing with the GeoArrow extension types.

It sounds like it will be easier if I make a release to unblock package builds while everybody updates their dependencies accordingly. With the new string dtype it may be worth reviving again anyway.
