Android - captchas fail to load in some cases

Chromium 137.0.7337.0 base on Android device with low memory (2gb)

I've noticed that some sites fail to load the captcha after temporarily or permanently trusting domains. The captcha site does not appear in the list of blocked hosts, and the control for the captcha typically shows an infinite spinner when this happens.

To reproduce:

• Wikipedia account login https://en.wikipedia.org/w/index.php?title=Special%3AUserLogin&returnto=Main+Page&experiments%5B0%5D=we-1-8-account-creation-no-desktop-benefits%3Atreatment
  wikimedia.org and wikipedia.org not trusted.
• Attempt to log in. Trust the sites as necessary.
• After sites are trusted, the hCaptcha login captcha shows a loading spinner, and the captcha site host is never displayed in the list of loaded sites.
  I think this may be a race condition or memory issue in the extension on this version of chromium.
