[haproxy-unified-gateway] namespace.create: true conflicts with --create-namespace

Using namespace.create: true in values.yaml alongside the --create-namespace Helm flag causes
the Helm release tracking Secret to never be written.

$ helm list -A
NAME    NAMESPACE    REVISION    UPDATED    STATUS    CHART    APP VERSION
# (empty — no release shown despite running pods)
