Link Checker Erroneously Failing

What happened:
In #4365, the Markdown Link Checker is unexpectedly failing on links that appear to be valid:

What you expected to happen:
The check to succeed.

How to reproduce it (as minimally and precisely as possible):
Look at presubmits on #4365. Apparently this check has existed for >1 year, so will retry. Maybe #4363 by @rikatz can solve this?

Looks like this was just a flake.

This is due to some limit added by Github. I have explicitly removed any Github check on my PR, it will validate just the links on k8s.io and kubernetes.io.

I am considering removing the broken link check from reports, if reporters send a broken link to their own implementation 🤷
