Add a crate for networking over Tor

We should eventually add a crate similar to lightning-net-tokio that allows to connect to Lightning nodes via Tor.

To this end, we likely would need to utilize the arti_client crate, which however currently unfortunately has an insane dependency tree.

Historically we've declined to do anything with arti because its dependency tree was completely nuts (the Tor folks still considered it beta and weren't worrying too much about it). They got a grant to reduce the dep tree a while back and but it doesn't really look like they've made much progress, so sadly I don't think we can realistically include arti in anything we ship. Maybe we should reach back out and see if another grant would help (or what happened to the first one)

Well, looking through it its not quite as bad as it was (some things they forked, lots of the deps are actually from the tor folks, even ones not named tor-) but there's still a handful of deps that are from random unrelated folks and the total bin size looks kinda nuts. Might be worth reaching out to them to see if they're interested in improving it further (with a grant) but IMO we still can't really use this.

To this end, we likely would need to utilize the arti_client crate, which however currently unfortunately has an insane dependency tree.

Could we ship something that speaks socks5 to the existing C Tor implementation ? Anyone running a Bitcoin node on tor today is likely running the C tor implementation, so it would be nice for ldk-server users to be able to leverage this existing service.

I briefly played with the socks5 proxy offered by C tor over the holidays while thinking about this issue, and so far seems quite straightforward (only implemented outbound connections, did not look into onion service setup).

Also, in a previous project that I used arti we had issues because they use a different sqlite version than the rest of the bitcoin ecosystem, so it'll be a bigger lift than just reducing deps.

Not that it matters much given the dependency situation, but AFAICT this is not true, it seems the onion-service-service feature was marked non-experimental with Arti 1.20 in March 2024 (see https://gitlab.torproject.org/tpo/core/arti/-/blob/main/CHANGELOG.md?ref_type=heads#arti-120--4-march-2024) and improved ever since.
