Can't update product options via importer

Preconditions and environment

• Magento 2.4.7, all previous versions and perhaps 2.4.8

Steps to reproduce

• Add Custom Option to a configurable product
• export that product
• modify custom_options column or leave it as is
• try to import the option

Expected result

Custom Option is updated

Actual result

Import error: This name is already being used for custom option. Please enter a different name

Additional information

This fails no matter whether the custom option has sku

Similar issues have been reported but closed due to incorrect report format:

We have tried to reproduce the issue in Latest 2.4-develop instance and we are not able to reproduce the issue.Kindly refer the screenshots.

Custom Option is updated.Please try to reproduce the issue in Latest 2.4-develop instance and Could you please let us know if we are missing anything.
