Catalog Price Rule - perentage discount off group price not original price

Description

Please enhance catalog price rule so that it can be applied to a customer group that has advanced pricing.
At the moment you can assign a discount to a customer group but if that customer group has different prices to the original price then the discount is no use.
Please allow the discount to be used on the price associated with the customer group.

Expected behavior

if a customer group has a different price to the original price apply the discount to the customer group price

Benefits

it makes it easy then to give a discount to a specific customer group

If you select a customer group for a discount then the discount is applied to the tied / group price and not the original price.
