PayPal NVP deprecation

Description

PayPal NVP api used by magento2 (https://github.com/magento/magento2/blob/2.4-develop/app/code/Magento/Paypal/Model/Api/Nvp.php#L790) is deprecated (see https://developer.paypal.com/api/nvp-soap/nvp/).

My PayPal account manager contacted and informed me that PayPal plans to retire this during 2026 (final date is not yet decided by PayPal).

Expected behavior

module-paypal is upgraded to utilize latest PayPal API.

Benefits

We can continue to offer PayPal to customers

You have to install https://experienceleague.adobe.com/en/docs/commerce/payment-services/get-started/onboard as a PayPal NVP replacement, which works surprisingly well if you follow the steps carefully ( Adobe Commerce or Adobe Commerce Cloud, it doesn't matter )
