New PR title doesn't match behavior on github.com

Creating a new PR using the extension uses the commit title of the last commit on the branch. On github.com, the branch name would be used.

Example: https://github.com/tudortimi/hello-world-systemverilog/tree/add-dvt-setup

I'll keep the branch around, even after I merge it.

There is code in the extension that tries to match the behavior on github.com:

I guess this code is supposed to trigger when the user doesn't try to configure anything. Something is interfering with it.

The code was added due to #8490. @alexr00, won't you reconsider this issue?
