BLD: Windows nightlies are missing from scientific-python-nightly-wheels

It appears there was a substantial purge of the wheels in scientific-python-nightly-wheels. There do not appear to be any win64 wheels being uploaded. It would be great if this process could be restarted, as we regularly test nightlies in downstream across platforms.

Good catch, it seems a decent chunk of the wheels builds are failing: https://github.com/pandas-dev/pandas/actions/runs/20359159352 (and not only the windows ones)

This was failing since starting to use the scientific-python/upload-nightly-action action. I see @mroeschke opened scientific-python/upload-nightly-action#150 for that and contributed a (partial?) fix already

@mroeschke in the future, I think it might be better to temporarily revert the changes just to ensure the wheel building still continues to work, until the issue is solved

I suppose the full solution is add this upload/download step so the wheels can be uploaded from one host in one go? (because your PR to the action did not add all platforms we need?)
