Time with "00:mm" doesn't save the time on "en"-locale

Reproduction steps:

1. Run application
2. Set "en-US" locale
3. Set "0" in hours field on right input → the value in the input changes to "12"
4. Click outside of component

→ See that the time doesn't change but goes back to the time which was set before

Expected behavior:

I expected to see the new value "12:mm" in input instead of previous value
