Creation of Conjugate app Settings tab

• This issue is blocked by Refactor the tab bar component to be used in both the keyboard and conjugation apps #560

Once work for #560 is finished, it would be great if we created the Settings tab for Scribe-Conjugate. We can basically reuse the same code from the Scribe keyboard app, with the main changes being seen in the designs for the Conjugate Settings tab on Figma. We want to be using the components from the keyboard app in a way that they're shared between the two apps as much as possible.

The big changes we'd need are:

• We don't need the keyboard sub menus, just the global app settings

Once this issue is unblocked it would be a great first issue for someone to work on and a really nice first page for Scribe-Conjugate! Happy to support and review a PR 😊

Note that this issue is unblocked, and we just need the final touches of the settings tab like removing the install keyboards button that's not needed in the Conjugate app :)
