Adds a new eng/common PowerShell utility to convert APIView token JSON into a fenced Markdown code block, aligning this repo’s eng/common with azure-sdk-tools (PR 14344).
Changes:
- Introduces
Export-APIViewMarkdown.ps1to renderReviewLines(including nestedChildren) into Markdown. - Adds basic output-path resolution (directory ->
api.md) and language-to-fence alias mapping (e.g.,python->py).
