Prepares the release branch for the upcoming GA by adjusting versions, changelogs and deprecating Python 3.9 for Blob and Datalake. File-share and Queue already deprecated Python 3.9 with TypeSpec migration. Python deprecation for Blob and Datalake will come to main from TypeSpec migrations that is why it was manually done here.
