Create job descriptions for fullstack engineers

Description

This PR introduces new job descriptions for engineering roles, which were previously missing from the FlowFuse handbook despite having an active engineering organization.

Specifically, this PR adds:

• A Fullstack Engineer job description that reflects how engineers at FlowFuse work today: fullstack ownership, user-aware engineering, and incremental delivery in a distributed, async-first environment.
• A Fullstack Engineer (AI-Focused) job description designed to bootstrap applied AI capability while remaining a fullstack role, rather than creating an AI-only or research-focused position.

Both job descriptions include a standardized hiring plan aligned with current FlowFuse practices:

• resume review and short screener
• engineering manager alignment call
• a timeboxed take-home assignment with a candidate choice between an OSS contribution or a small application
• a technical review focused on judgment, tradeoffs, and clarity rather than completeness
• an explicit stance that AI tools are allowed and encouraged, with evaluation based on how and why they are used

The intent is to establish a clear, consistent baseline for hiring engineers, improve candidate experience, and ensure expectations are well-defined for both candidates and interviewers.
