* The server scheduler now contains a safety limit for computation, configurable via `--scheduler-time-limit` (default: 5s)
* Better scheduling policy (prefill) for heterogenous clusters
* Added a new automatic allocation backend that submits Slurm allocations through a
[FirecREST](https://eth-cscs.github.io/firecrest-v2/) API (`hq alloc add firecrest`).
Unlike the PBS/Slurm backends, it does not require the server to run on the target
cluster: allocations are submitted via HTTPS using OAuth2 client credentials, and the
spawned workers connect back to the server over TCP. This enables long-running
HyperQueue servers placed outside of clusters with login-node wall-time limits
(e.g. CSCS). Enabled with the `firecrest` cargo feature (on by default).

### Fixes

* Fixed some occasional greedy backfilling in server scheduler + improvements in the reservation algorithm
* Fixed server crash in a specific situation when an unschedulable high-priority task occurs
* Fixed server crash caused by invalid handling of prefill
* Fixed canceling of prefilled tasks
* When a server is restored from a journal and one of its allocation queues cannot be
recreated (for example because its backend is unavailable in the current build or its
configuration is no longer valid), the queue is now skipped with an error in the log
instead of silently aborting the rest of the state restoration.
