CI validation companion for the transport-handshake follow-up PR 66. This branch includes the current transport-handshake baseline and the focused UBSHM receive-startup fix. Keep this PR for CI validation rather than merging it into master independently. Local validation passed: UBSHM 27 tests with 3 shuffled repetitions, RDMA 88 tests, common handshake 28 tests with 20 shuffled repetitions, and targeted ACK ordering and RDMA regression repetitions. The new UBSHM regressions use actual shared-memory rings and bRPC RPC dispatch, without URMA hardware.
