Removes the CI-tools Azure Pipelines template responsible for testing package installation in a minimal conda environment, consistent with moving Azure Pipeline logic to the geopy-distrib repository.
Changes:
- Deleted
.azure-pipelines/template-test-minimal-conda-env-install.yml, which defined a two-job stage that (1) discovered lockfiles and built a matrix, then (2) installed and validated environments on Windows via micromamba.
