fix: upgrade CodeRabbit config to assertive with NAV enforcement

The documentation repo's CodeRabbit config was minimal (chill profile, no custom checks, no NAV enforcement). Upgrades to assertive profile, adds speciesist language checks, no-secrets check, path instructions for .md files, and semgrep/trufflehog tooling.
