feat: gem acquisition info

Description of the problem being solved:

Currently, in order to figure out where a gem is obtained from, you have to either search the POE Wiki, or make a guess at what Act in the campaign a gem comes from based on it lets level 1 gem requirement, both methods that add friction for new / casual players who may not have gem acquisition information memorized. This streamlines the process of following a POB / building a character through the campaign.

Steps taken to verify a working solution:

• Tested across dozens of skill gems, audited against POE Wiki / DB for accurate acquisition sources.
• Pulled gem acquisition information mostly from POE Wiki cargo tables.

You might want to have a look at #9892. It's not merged yet, but it ports item and tree skill tooltips which are already included in PoB2. I imagine this will have conflicts with that

Also, is the data manually added? I'm not sure how the maintainers like taking data from the wiki (I'm also considering taking foulborn mod info from there), but it should for sure be easily re-exportable as when GGG makes changes it's a lot of work to correct it in PoB

Edit: @LocalIdentity mentioned that manual data here isn't a problem since this rarely changes. Still, if you did this with a script perhaps it should be included
