[tools] Add ms-probe diagnostic package

Summary

• Register Real-Thread/ms-probe under tools; latest tracks the published main branch.
• Preserve GPL-2.0 / commercial dual licensing; metadata lists the GPL-2.0 open-source option.
• Load package-local Kconfig.options after pkgs --update, keeping diagnostic and BSP configuration in the source package.
• Scope Probe and fault injection remain disabled by default.

Initial Package Validation (Before Probe-only Cleanup)

• Official python ci.py --packages ms-probe --check-kconfig passed.
• Full index Kconfig parses without warnings.
• Actual local Env pkgs --update downloaded commit 487681b1883897efb5fd4e62ad657cc278e974f0; options load once and disable cleanly.
• Fresh downloaded package passes strict C89 tests and 8 standalone package checks.
• VExpress A9 fixture passed 14 actual QEMU UART checks and 51 installed CLI checks / 326 commands. It does not advertise ARMv7-A fault context, backtrace, reset, watchdog or multicore support.

Probe-only Update

• Published Real-Thread/ms-probe/main is now 9eb5f5f2c31b30467f938d6ff5912d25f277b199; remove standalone device-side backtrace/, coredump/ and their legacy arch/ implementations.
• Index commit 25175bb5b0a9a1b0cfe1ec1c40bac53fa3bc384b aligns the package description, keywords and Kconfig help with the Probe-only scope.
• Preserve the protocol core, bare-metal I/O and BSP exception/context ports. Host-side backtrace uses exported Context, stack memory and ELF, without the removed device libraries.
• A fresh GitHub clone passed strict C89 compilation and all 10 standalone package checks; parent Python regression passed 141 tests.
• Official single-package index validation passed; the existing initial-package and QEMU records above remain historical validation, not a new board-support claim.
