feat(web): redesign Roomote announcement banner with violet branding

Redesigns the Roomote announcement banner on the marketing site to be much more prominent and match the Roomote branding from roomote.dev.

Changes

• New RoomoteAnnouncementBanner component -- Replaces the plain black bar with a vibrant violet gradient banner featuring:

  • Purple/violet gradient background matching Roomote branding
  • Animated shimmer overlay effect for visual prominence
  • "New" badge with sparkle icon
  • Bold CTA button with arrow and hover effects
  • Responsive layout (stacks vertically on mobile)

• Updated layout.tsx -- Swapped inline banner markup for the new component

• Updated globals.css -- Added banner-shimmer keyframe animation

• Updated tailwind.config.ts -- Registered banner-shimmer animation utility class

Testing

• TypeScript compiles cleanly (tsc --noEmit)
• All existing tests pass (27/27)
• Lint passes across entire monorepo
