Feature Request Migrate the Editorial Page to React #1568

Lets get #1520 merged before diving into this.
Also I added a task to the project today to improve the way we show student answers in the manual grading interface.
I've got one more request to add as well. I think both of them are higher priority than moving the editorial page to React.
Replace the current Editorial Page based on HTML to React interface.
Preserve the existing review workflow: list flagged questions, edit questions with question_json, regenerate rendered HTML, clear review flags, and delete unassigned questions.
Reuse Assignment Builder components and renderers where practical, while maintaining editor permission checks and legacy-question restrictions.
