Summary

  • Enable pnpm's no-downgrade trust policy.
  • Block exotic transitive dependencies with blockExoticSubdeps.
  • Remove the redundant danielroe/provenance-action downgrade CI job.

pnpm 11 compatibility is expected via #10699, which will be merged separately.
