Description: Prevents 403 Rate Limit errors and timeouts by temporarily pausing the processing of GitHub URIs in the mining queue when the API limit is exhausted.
We could also potentially add the ability to put a gh token in the .env this will boost the requests to 5000/hr
potentially solves #723
