[To dev/1.3] Optimize pipe event batching and listener stop

Backport 6532d29 to dev/1.3. The 1.3 branch does not have the V2/table-model tablet batch request API, so the conflict was resolved by keeping the 1.3 request format and applying the batch builder/listener changes that fit this branch.

Testing:

• mvn spotless:apply -pl iotdb-core/datanode
• git diff --check origin/dev/1.3...HEAD
• git show --check --stat --oneline HEAD
• mvn compile -pl iotdb-core/datanode was attempted but did not complete locally because the JVM failed with native memory/pagefile exhaustion before reporting Java compilation errors.
