Materializes runtime integer scalars from
torch.exportas Relax symbolic values and converts them back to rank-zero tensors for fill operations. Preservesfull/full_likedtype semantics, supports directfill/fill_without decomposition, and lowers symbolic shape comparisons as real predicates.
