Adds install scripts that simplify AWS CLI v2 installation on Linux, macOS, and Windows using the official installers. Committing to this repo for tracking, but the scripts will be hosted on the AWS CLI domain.
I omitted a changelog entry since it doesn't impact any build or runtime behavior, but open to it if needed.
