chore: upgrade React Native to 0.83.3

Summary

• add upgrade-react-native skill files
• upgrade monorepo React Native baseline to 0.83.3 (catalog, lockfile, federation required versions)
• bump react-native-test-app to 5.1.0 and update Gradle wrapper distribution to 9.0.0

Test Plan

• pnpm lint:ci
• pnpm turbo run typecheck --filter=tester-federation --filter=tester-federation-v2 --filter=@callstack/repack-dev-server
• pnpm test

Notes

• No changeset added (chore PR).
• iOS Podfile.lock files were intentionally not regenerated; run pod install in tester apps after merge.
