Add missing link to party onboarding instructions - #1208

The Canton Network Overview page referenced onboarding instructions with a dangling "found here" and no href. Link to the Wallet SDK guide that covers the actual topology-transaction steps. Signed-off-by: 8bitpal <elias@zerolimit.es>
