Test SwapChainPanel with Direct2D & ID2D1SpriteBatch in WinUI 3, Windows App SDK 1.4 to 1.8.260317003, Windows 10 22H2

Issue microsoft/microsoft-ui-xaml#10092 not fixed on Windows 10 (now 30 FPS instead of 60 on my old PC)
