This PR contains the due diligence for the Fluid request to move to incubation status.
Project application issue: #1317
Overall, the project fulfills all the necessary criteria to move to the next level, and community feedback and adopter interviews reflect this too. Also, maintainers' responsiveness throughout is highly commendable.
