[24116] Add Linter

This PR adds a Python linter to ensure style guidelines across the package.

There is already a .gitignore in the repo: https://github.com/eProsima/VulcanAI/blob/main/.gitignore. But feel free to open a PR and add missing fields if you have them in your workspace.

I was in automatic mode and did not saw the file. I will open a PR to add python env directories to .gitignore
