ubuntu-latest now points to ubuntu-26.04, where ruby/setup-ruby has no Ruby < 3.2. The aarch64-linux job already runs Ruby 3.1 on ubuntu-24.04-arm. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

ubuntu-latestis moving toubuntu-26.04(actions/runner-images#14748), and ruby/setup-ruby doesn't ship Ruby < 3.2 for that image, so the x86_64-linux binary gem test on Ruby 3.1 would fail at setup. This pins that one entry toubuntu-24.04, like its aarch64-linux sibling already does withubuntu-24.04-arm; the Ruby 4.0 entry keepsubuntu-latest.Does that work for you, or would you rather test the oldest supported Ruby somewhere else?
